Panzhihua

Location: South-western tip of Suchuan Province, in the mountain range between Qinhai-Tibet Plateau and Yunnan-Guizhou Plateau, where the Jinsha River and the Yalong Rivers meet. 750 kms south of Chendu, capital of Sichuan Province, 359 north of Kunming, capital of Yunnan Province. Panzhihua is connected to both capitals by the Chengdu-Kunming railway and national highway 108.

Panzhihua city covers an area of 7500 square kilometers. It has a population of 1.11million, of which 620,00 are urban residents. Panzhihua is a city of immigrants with 90% of its urban citizens coming from all over China. It is also a place of multi-ethnic cohabitation, the population of minority nationalities amounts to 140,000. The city was originally incorporated by neighbouring counties and districts of Sichuan and Yunnan provinces.

Panzhihua is very rich in mineral resources. The reserves of iron, vanadium and titanium account for 20%, 64% and 93% of the country's total respectively. The city has also an abundant hydropower resource, with an exploitable reserve of 18% of the country's total. Further, Panzhihua area is rich in plants and wildlife and enjoys many scenic areas and other tourist attractions.

The founding of Panzhihua originates from over 30 years ago when a rare mineral belt was found in the great rift valley at the neigbouring region between Sichuan and Yunnan provinces. As suggested by Mao Zedong, it was named after an indigenous tree only found there. At the initial stage of its construction in 1965, the city was the earliest special zone for resources development in China. Panzhihua is now an important producer of iron and steel, vanadium, titanium and energy in West China. In retrospect, when China's leaders made the decision to build Panzhihua, the decision was made as a war-preparing measure. However, it is unquestionable that the decision has brought about a major push of modern productivity from the east to the west. Facing the new round of China's Western Development, Panzhihua has started a new wave of construction based on the target of: "adhering to sustainable development, building an economically strong city and enriching the citizens and vitalizing Panzhihua".

Since 1995,we started our Local Agenda21 programme. We must find a new solution to the challenge of economic development and environmental protection. In this course, we realize that new tools and innovation are necessary and urgent. Of course, capacity building is also very important. That is the reason why we want to get the knowledge of EcoBudget and Eco-Profit.
